Wisconsin Online Sportsbooks + Sports Betting Sites

Betting on sports is illegal in Wisconsin, and to complicate matters further, the country has a transmission law that can be stated to apply to online sports betting. The country doesn’t allow any live bookie to operate in its own jurisdiction, and it’s illegal for citizens to put bets with these bookies. On the other hand, the country has no laws prohibiting residents from gambling at offshore online bookies. These overseas bookmakers provide Wisconsin sports bettors a comparatively safe and convenient way to bet on the Green Bay Packers and other popular teams without having to worry too much about legalities.
On this page, we’ve given Wisconsin bettors all of the information they require regarding online sports betting laws in their state. Is it Legal to Bet on Sports in Wisconsin?
Betting anything of value on sports events, possibly with a dwell bookie or even with an internet bookie, is illegal in Wisconsin. On the other hand, the state’s laws are for the most part directed at operators, not players. Wisconsin bettors can always take advantage of those inadequacies to bet legally on sports events in online sportsbooks which are not based in Wisconsin, but in countries far away.
Live bookies are not supposed to be operating in Wisconsin per the State Constitution. The state just does not license and authorize anybody to run live or internet bookie businesses in its own jurisdiction. If bettors insist on dealing with live bookies, they have to do this at their own risk. Wisconsin Sports Betting Laws
Wisconsin has a transmission law which can most likely use to internet sports gambling also. According to this law, the transmission of betting information over the Internet is unquestionably illegal. In any case, Wisconsin can also be regulated by the federal-level Wire Act of 1961, which most definitely renders online gambling illegal. But, it’s worth noting that all these laws are vague and unclear. Moreover, they concentrate more on controlling the performance of bookmaking companies and are least interested in the activities of different bettors. It’s also worth noting that the country, up to now, has not succeeded in using its laws to prosecute individual bettors that put bets online.
While Wisconsin may not have any sports betting laws that prevent or prohibit or even make mention of this action of gambling on sports, there are laws that prevent betting online. In accord with W.S.A 945.01 https://docs.legis.wisconsin.gov/statutes/statutes/945/01 of Wisconsin’s state code, using a”wire telecommunication centre” in order to place wagers is considered unlawful. We do take this to mean that online gaming is unlawful in the state of Wisconsin.
Technically, this means that using the world wide web to put a wager on a sporting event in Wisconsin can also be illegal. While there have been no arrests in the state of Wisconsin when it comes to gambling on sports online, this is the law and we don’t recommend activities that would be in direct violation of Wisconsin sports betting laws.

Why are Online Sportsbooks Accepting Wisconsin Residents Regulated?
Wisconsin doesn’t permit, authorize, or permit any bookmaking business to conduct live or internet bookie businesses in its jurisdiction. There are lots of offshore online bookies that take Wisconsin bettors, but none of them are controlled by Wisconsin. Since the country has not legalized sports betting, it’s in no position to govern any bookie business, offline or online.
Though not one of the offshore online bookies listed on this webpage are licensed in Wisconsin, players don’t need to worry about the security and safety of placing bets with those online bookies. Though not regulated by Wisconsin, these offshore online bookies are regulated from gambling jurisdictions away and are therefore safe and legal. They belong to highly respected and dependable businesses that go the extra mile to protect customers. Wisconsin residents can be certain that they will never be cheated or scammed by any of the online bookies we urge.
There’s Definitely No Shortage Of Wisconsin Sports Team To Wager On…
Although gambling on sports isn’t a condoned activity by the Wisconsin state authorities, the people of this state are fond of sports like baseball, soccer, basketball, and soccer. The state is home to many major and minor sports teams. Fortunately for betting enthusiasts in Wisconsin, the state doesn’t have laws preventing them from gambling on the Milwaukee Brewers or the Badgers at authorized offshore online bookmakers.
Wisconsin has professional sports teams like the MLB Milwaukee Brewers, the NFL Green Bay Packersas well as the NBA Milwaukee Bucks. The country has some highly effective collegiate teams also, like the Badgers of the Wisconsin University.
Wisconsin Online Sportsbooks FAQ’s
What is the biggest sports gambling mistake residents make?
The biggest sports betting mistake that Wisconsin residents create is after the crowd. When it comes to looking at odds, you need to be aware that it is nothing more than a reflection of how people are betting. So once you find the team you wanted to bet on with longshot chances, don’t let this discourage you. It just means there are not very many people gambling on them. Do not be a lemming. Follow your gut, not the crowd. Especially if you’ve completed your research before you go to place your bet.
What is the spread?
The spread is a number of things obtained from the favorite and given to the underdog in a contest. If you bet the spread, you are either betting that the favorite will win by more than the predetermined number, or that the underdog will lose less than the predetermined amount. The spread is an interesting method to wager on the match. You’re picking out a winner based on another set of points than only the outright score.
For example, when you gamble the spread into a soccer match. Let us state the Green Bay Packers will be the three-point favorites from the New York Jets. They would need to win by over 3 points to cover the spread. Conversely, the Jets would have to lose by less than 3 points or win the game outright. So if the final score is 21-14 Green Bay, then the chargers covered the spread. But if its 21-20 Green Bay, the Jets cover and win the wager.
How old should I be to bet at a sportsbook?
Generally, an internet sportsbook will accept you so long as you are 18 decades of age or older. We recommend that US bettors follow their nation’s age condition, though. Luckily, in Wisconsin, the legal gaming age is 18.

While Wisconsin just has casino gambling as the main attraction for bettors at the country, they’ve off-track betting as well. Wisconsin does not have any horse racing tracks in the country, but you can still bet on the horse races via a couple of the tribal casinos in the region. You might have to hunt down the particular casinos that provide horse racing, but it is a small price to pay for your gambling enjoyment.
Can I Bet On Sports At A Tribal Casino?
It is possible to bet online casino table games which are provided at the tribal casinos and they also offer slot games there as well. You cannot, but bet on sports at a tribal casino. There have been no legislation in Wisconsin which enable you to bet on sports at these casinos. It’s best to play it safe and just bet online using a normal offshore online sports book site and wait till there’s a law passed which will allow legal sports gambling at tribal casinos.
Is there any legislative interest in legalizing sports betting in Wisconsin?
At this time, there doesn’t appear to be any critical to get sports betting legislation passed in Wisconsin. But, though there are no recent bills being proposed in the WI legislature, it seems inevitable that the state will gradually put forward a proposal to legalize sports wagering at equally land-based and online venues.
Can I wager on sports in tribal casinos in Wisconsin?
No, you can’t bet on sports in tribal casinos in Wisconsin. While the Class III tribal compacts don’t explicitly exclude sports betting from the list of approved gaming, the state has precluded this necessity by banning bookmaking outright. Thus, despite their compacts, the tribes in WI cannot offer such. You can read more about Wisconsin’s tribal compacts here.
How much cash do Cheeseheads wager on the Packers?
A whole freaking lot! Seriously, there is an absolutely fanatical Green Bay following in Wisconsin, and they are just as passionate about wagering on the Packers as they’re about watching them in the arctic cold. It is estimated that there are about 1 million sports bettors in Wisconsin, and the vast majority of these are Packers homers through and through. Even by conservative estimates, WI residents turn a handle of $2-3 billion to their favorite hometown team each year.
When will sports gambling be legalized in Wisconsin?
It is tough to state when sports gambling will actually be legalized in WI. Official approval of the pastime is not a priority for the present legislature, although that might change — particularly if neighboring countries legalize the action and cause WI occupants to send more cash from their state. Additionally, there are some interesting questions regarding how to authorities Packers owners when it comes to wagering. Remember, that the Packers will be the only publicly-owned NFL team. Therefore, given the league’s rules, there will have to be special consideration about how best to proceed.
Will Wisconsin ever have valid online sports gambling?
If (or rather, when) Wisconsin legalizes sports betting within its boundaries, they will certainly offer you online sports betting as well. Let’s face it: If the country wants to maximize participation to maximize revenue, it will have to give its snowbound and icebound residents a simple means to bet in the dead of winter, particularly given how popular NFL wagering is in the nation.

Former UFC women’s featherweight champion Cris Cyborg is in discussions with all the world’s leading MMA promotion about a new contract, according to her agent Audie Attar, who spoke to ESPN’s Ariel Helwani on his MMA show. Cyborg has just one fight left on her contract after her shocking KO loss to Amanda Nunes at UFC 232, but her and her representatives have been apparent with the UFC that they are interested in a reunion.
According to Attar, Cyborg expects to fight at UFC 237, which takes place this May in Curitiba, Brazil. The main event of that event will be headlined by UFC women’s strawweight champion Rose Namajunas carrying on No. 1 contender Jessica Andrade, also it makes a great deal of sense to pump up the undercard with a fighter of Cyborg’s popularity and name worth, notably in Brazil. If Cyborg does struggle in UFC 237, that will be the last battle on her contract, as he’s only one fight left it without any winner’s clause due to losing the belt.
The UFC would be smart to bring back Cyborg on a new deal. She has been demonstrated to be a bit of a pay-per-view draw in some time when the UFC wants fighters who market shows, and although she will not be economical to re-sign, she’s shown to be worth the price. As far as women’s fighters go, there aren’t many more intriguing fighters than Cyborg and there sure aren’t many with considerably more name worth than she’s. The UFC absolutely should re-sign her as long as the request is appropriate.
Even though it would be wonderful to see Cyborg receive a rematch with Nunes viewing like she had been on a 13-year win streak before dropping her belt in mad fashion, it’s very unlikely Nunes would take this struggle. The rumor is that Nunes wants to fight Holly Holm alongside for the UFC women’s bantamweight championship, which would leave Cyborg with no upcoming logical competitor. There aren’t too many featherweights from the UFC at this time, but both that do stand out are Megan Anderson and Cat Zingano. Anderson just beat Zingano in controversial fashion after a toenail slit her attention and the fight was stopped in the first round at UFC 232, but Anderson did catch her hands raised. If the UFC wanted to perform Cyborg against Anderson in Brazil, that is a fight which makes a lot of sense.
Cyborg will fight that last fight of her contract, but in the case she does enter free agency, she will have a lot of suitors. Obviously, Bellator would take a run at her ex-Strikeforce promoter Scott Coker is in charge of the company. But I would suspect RIZIN and ONE would likewise have a run at her, and of course the WWE, Golden Boy MMA and even some boxing promotions. Cyborg will have plenty of options to choose from. However, if her agent is being sincere, she wants to come back to the UFC, and it might be ideal for MMA fans if that’s what happens.

Georgia Tech Yellow Jackets men’s basketball

The Georgia Tech Yellow Jackets Men’s Basketball team represents the Georgia Tech Yellow Jackets in NCAA Division I basketball.

The team plays its home games in McCamish Pavilion on the institution’s Atlanta campus and is coached by Josh Pastner. Beneath the biography of Bobby Cremins, Georgia Tech established itself as a national force. Cremins led his group into the first ACC tournament victory in school history in 1985 and in 1990 he chose Georgia Tech to the school’s first Final Four appearance ever. Cremins retired from Georgia Tech in 2000. The Yellow Jackets returned to the Final Four in 2004 under Paul Hewitt and dropped in the national title game, losing to UConn. In general, the team has won 1,352 games and lost 1,226 games, a .524 win percentage.
Georgia Tech’s first official involvement in basketball was first in 1906, when a small club arranged under Coach Chapman. They won just two of those three games that they played that season. The next time Tech had a basketball team, it had been under the famous coach John Heisman, also Tech’s baseball and football coach. Heisman needed a winning percentage of .142 that season and improved the team’s percent to .500 in 1912 and 1913.
Since that time, Georgia Tech has invented a strong basketball program on the potency of coaches such as John Hyder and Bobby Cremins, and these players as Roger Kaiser, Rich Yunkus, Mark Price, Craig”Noodles” Neal, John Salley, Tom Hammonds, and Matt Harpring. Georgia Tech became a charter member of the Southeastern Conference in 1932 (the primary year was in 1933) and won the conference title in 1938. Coach Hyder, whose teams won 292 games in twenty five seasons, put the program on the map when his 1955 team defeated Adolph Rupp’s Kentucky team, finishing the Wildcats’ 129-game winning streak at home.

What are mail order brides services?

What are mail order brides services?

To put it bluntly, a mail order bride service is an online catalog with available men and women who are seeking a loving partner for marriage. These are not dating websites or hookup apps. These are serious platforms build by people who care about the sanctity of marriage and true love. Everyone deserves affection and care. This is the concept behind every mail order bride website (those that are worth mentioning). Based on psychiatrists and sociologists, the feeling known as love comes to us naturally. It is in our biology to want to belong to a clan; usually, this feeling begins budding around 30-35 years of age for men and 20-30 years of age for women. There are exceptions of course, but the general statistic points to these age groups. If we take these straightforward facts into account, we will quickly conclude that mail order brides websites are fighting a war against loneliness. Loneliness is the number one killer; the feeling of segregation and abandonment take more lives per year than car crashes. Think of these numbers.

The insights on mail order brides services

There comes a time in any man’s life, when the desire to stop being a boy and turn into a man manifests.

This desire is tightly connected to our molecular build or, as it is more commonly referred to, Biology. Our Biology dictates how we are born, how we grow up, and how we develop as a person. It is a grand force that operates every organic and inorganic thing on the planet and the cosmos.

The desire to find a suitable mate and build a family comes differently for different people. We do believe that it is our purpose to help you find that suitable partner and find happiness in the form of a fulfilling relationship. One of the ways people can find a suitable partner is through the so-called mail order brides services.

What we do and how we can help you

We locate such mail order bride services and study them in-depth. We write reviews based on their success rate and customer satisfaction. In a sense, we help our readers who have decided to find love using this alternative method by giving them a list of safe-to-use websites.

Our belief is that every man should be allowed to pursue happiness in the form of a fulfilling relationship. The archaic way of finding a relationship – traditional going out and meeting someone – is something we consider to be outdated. Even though the traditional method is still valuable, it’s no longer the only one. Based on current research, only 70% of relationships begin the traditional way: boy meets girl, they date, they get married. That means that 30 or so percent of all relationships originate online. Some arise on dating websites, but some are formed on mail order brides websites.

These are the websites we research and try to help men with.

In a world where everything has long become digital, a traditional way of meeting your partner is slowly but surely becoming obsolete. It won’t disappear completely, but as it is evident, a large enough chunk of male population prefers to meet their partners in Cyberspace.

Why? Because people are tired of heartache. To meet and get to know someone takes a huge amount of trust. If that someone hurts us or betrays us, it scars us internally. Possibly for a very long time, if not forever. To show someone your heart only to have them rip it to shreds is an unbelievable pain. We believe that by meeting their brides-to-be online, men are minimizing the risk of heartache.

Another important factor is one’s financial investment. Most dating websites have a fee that you pay in order to use their service. The process is the same for mail order brides matchmaking.

You pay a certain price for their service; after you locate your partner, you pay the service a fee for helping you find a bride and you are done. No hidden fees or tricky situations.

In traditional dating, you have to invest a lot of money going out, pleasing your partner with dates and gifts. These can be immeasurably expensive. If in the end, this relationship doesn’t work out, there is no way to reimburse your losses. Combined with the heartache, financial instability is just another rock to bear.

For these reasons, above all others, we have dedicated ourselves to reviewing mail order brides websites in order to save our patrons from pain.

Here are some of the topics we write about:

● How has an online wife market revolutionized the dating experience?

● Ukrainian mail order bride service: why men prefer beautiful and intelligent girls from Europe more than their local counterparts?

● Dating experience and how the 21st century and Internet invention have brought back old-fashioned traditions?

● Girls: Who are the girls on mail order brides websites? What drives them there and why more girls are becoming more family oriented than ever before?

● Being in love: what are the top ten signs?

● Top ten steps to finding love online and how relationships that began online can stay the course of an ever-changing time.

How do mail order brides services work?

Mail order bride services are quite similar to an ancient matchmaking service. In the past, families would use the service of a matchmaker to find a husband or wife for their child. It was important to locate the perfect candidate as family values were extremely important and parents could not risk sullying the reputation of their family.

Mail order brides services work on the exact same principle. You register, pay the fee, and the service will give you the tools needed to find a bride. This bride can be located anywhere in the world. For example, you can live in the United States, but your future betrothed might be located somewhere in Europe. Love isn’t location-based and as such should not be prohibited from blossoming anywhere it can.

The people who build mail order bride websites work closely with avid psychologists from Oxford and Cambridge to model their user experience to be more stimulating. As a consequence, more and more men are finding partners than ever before.

Basic stats about mail order brides services

While there is unquestionably still a stigma about online dating, it is growing as a principal way of marriage formation. These fears and mistrust come from uneducated people who have never tested the service for themselves. Over 30% of all current relationships begin online. If the 100% is 10000 people, then 3000 of them managed to find a partner online. Now think about that statistic; there are millions and millions of people all over the world. If 30% of all those relationships originated online, then surely there is something useful about these platforms. Another common myth about the mail order bride service is that all girls who are looking for a husband are just looking for a green card or a visa. That is not true. Every single woman who wishes to find a husband is subjected to a rigorous screening process. Every girl has to submit valid ID documents and pay a fee. Then they need to fill out a psychological survey (depending on the website) to prove that they are of sound mind and pure intentions. Only then, after an extended period of time are they allowed to be featured on the websites. The ladies cannot message the men themselves – they need to be chosen. Despite these statistics, people still have a very large mistrust for these services. To ease up tension we have written a few key elements about these services that are true for every decent and legal mail order brides website.

  • Every woman who is serious about finding a husband online is registered on these websites. After a serious background check, their profiles are shown online.
  • Every mail order brides website is purely interested in helping couples form a long-term relationship. The reason is that they don’t profit from you being unhappy and alone. Mail order brides websites get paid per couple that forms on their website.
  • All decent mail order brides websites will give you free articles and videos to educate you into being a better man and lover. These articles were written by psychologists and sexual therapists that specialize in this field.
  • No respectable mail order bride website will ever guarantee that you can find a mate in X given amount of time. That is implausible and impossible. No real website will ever give you a 100% success rate when it comes to their matchmaking skills. The reason is that two people can never be guaranteed everlasting happiness for anything. Or that they will even like each other.
  • Using a mail order bride service is cheaper and more convenient than regular dating. You pay to use the service, and you pay if your match has been successful and has led to a marriage. There are no hidden fees beyond those. In regular dating, you can spend up to tens of thousands of dollars going out and trying to get to know the person. If that relationship doesn’t work out, you’re left with a heartache and a financial hole that cannot be remedied easily.

This weekend, we’ve got a card in Brazil. DraftKings has some decent contests out there for this Fight Night card, and this can be rare for these free ones. The principal tourney is an $8 entrance and pays $20k to 1st. That is the principal GPP I’ll be pursuing this week. As always, I will be in the 3-entry max and single entry GPPs as well. But this week DraftKings includes two contests for trips out to Vegas to see the McGregor vs Khabib battle. Hotel flight, and fights all paid for. The floor chairs competition is a $33 entry and the non-floor seats contest is only a $15 entrance. I will need to take a few shots at that too. Additionally, DraftKings simply released a competition for UFC 299 that’s a $10 entry having a gigantic $100,000 to 1st place. That’s by far the biggest prize we’ve seen in DFS MMA, so let us build a bankroll this weekend so we are able to shoot a few extra shots at that $100k. With that said, here are a Couple of plays I like this week in Addition to my fade of this week:
Cash Game play of the week — Livia Renata Souza ($9,600)
Livia Souza is your strongest triumph on the card and that I think she gets this fight ended early. This is where I’m starting my cash LUs this week. Only give me the -1100 favored who is being fed an easy win here, for my cash games. I do like a lot of the top favorites with this card, I just are the most shocked when Souza lost. I think she’s fine in both formats, but she will probably be chalky in GPPs, so cash games are the best place to get your Souza investment nowadays. Take this triumph, then find 3 others and you should be useful in cash games.
GPP drama of this week — Charles Oliveira ($9,400)
I’m a large Charles”Can Bronx” Oliveira fan, and he’s a few of my favorites submissions in UFC history. I think we could see another amazing one here. This battle seems simple to call. Do Bronx will start looking for the early takedown and when he can get it then he probably receives a 1st round sub. If that happens he must lock up a solid 100 points and I am pretty confident in being the results of this struggle, so that’s why he is my GPP play of this week. He’s also my GPP play of the week, and not my Cash play of the week for a reason. If he can not get the takedown(s) early, then he’ll probably quit and get completed himself with strikes. I don’t like that risk of a reduced floor for my cash LU, so I prefer Souza there. But in GPPs I like saving the $200 and moving down to perform Bronx.
Underdog play of this week — Eryk Anders ($7,600)
I’d like Anders a lot more if he wasn’t taking this fight on short notice, and if it was not in Brazil. But he can have a clear path to success here and that’s by knocking outside Santos who doesn’t have a great chin. Anders could also go for takedowns in this struggle and he can win with some hard GNP as well. At $7.6k he’ll almost surely wind up on the winning LU if he’s able to get the KO. This is the main event, so he will have 5 rounds to function with. I do think that is a solid matchup for Anders, however he must be aggressive and never hang out to the outside. When he hangs out to the outside as long Santos will consume him up with kicks and it could be a brief night for Anders. I will pick him to get the win as an underdog in Brazil and I think he gets it completed in the first two rounds with a KO. That will easily pay off his $7.6k salary and it’ll win you a GPP if you can get your other five spots right also.
Fade of this week — Sam Alvey ($9,200)
Sam Alvey is a fade for me. Last time I wrote him up as my fade of this week on here, I was very wrong and that he scored over 100 points. Then so be it if this happens again here. However, I refuse to rely on an early KO win to cover off a $9.2k salary by a guy who does not throw many strikes. At $9.2k I want at least 92 points from Alvey when I roll up him and the only way get caught that’s using a 1st round KO win. That could happen here against a 42-year-old Lil Nog, but I am not eager to invest my money in it.

Fans have been asking for weeks what the main event of UFC Fight Night 154 would be, and for the longest time, nobody understood. The event takes place June 22 in Bon Secours Wellness Arena in Greenville, South Carolina, and also local boy Stephen”Wonderboy” Thompson unavailable to fight so soon after the beating he took against Anthony Pettis in March, it was difficult to predict who would headline the card.
We understand.
The UFC declared this week that the main event of UFC Fight Night 154 is going to be a thrilling five-round featherweight fight between”The Korean Zombie” Chan Sung Jung and Renato Moicano. These are two of the best featherweights in the world, and this battle should be a lot of fun. It might not be a title battle, but you would be hard-pressed to view any lovers whine about this fight Jung (14-5) is coming from a last-second KO loss to Yair Rodriguez at UFC Fight Night 139 in one of the most significant MMA fights of all time. Jung was well on his way to winning the bout before he got caught with an unorthodox upwards elbow by Rodriguez in the 4:59 mark of the fifth round and suffered a shocking weight loss loss. His UFC record dropped but the fact says everything about Jung. Lose or win, Jung is one. It’ll be tricky to recover from such a barbarous KO following such a war of a fight, however after taking over six weeks off to heal up, hopefully he’s 100 percent healthy and good to go for this fight. The loss to Rodriguez knocked him out of this featherweight title picture for now, but when he could beat Moicano, he’ll jump right back into the mix.
Moicano (13-2-1) is coming off of a brutal KO reduction, this one to Jose Aldo back in UFC Fight Night 144. Like Jung, Moicano was winning the fight till Aldo turned the clock back unleashed a violent flurry of strikes that transpired Moicano out. He’s still one of the best featherweights in the world and 5-2 in the UFC. Besides losses to Aldo and Brian Ortega — there’s no shame to shedding to either of these guys — Moicano has been among the best featherweights from the UFC differently. Like Jung, he wants to rebound from his last reduction in order to rejoin the featherweight title combination, but there’s no reason to thing that he can not do it.
The chances for this battle ought to be interesting when they come outside, but when I had to guess, Moicano will be slightly favored. Bettors will likely be seeking to fade Jung coming from the bad autumn while Moicano is someone who always gets a ton of respect from the betting public. But it’s definitely a close fight that could go either way, and MMA fans in Carolina should be excited they landed this exciting fight as the main event of UFC Fight Night 154.

If Sports Betting Is Going To Happen In Florida, It’s Going To Have To Come Via Seminole Hard Rock

Florida voters simply made it harder to alter its laws concerning gambling. What does that mean to the future of sports gambling in the nation?
Florida and Amendment 3
On Friday evening, since most of the country was watching to see whether there was likely to be an ideological shift in Congress, many in the gambling industry were seeing another race in Florida.
This race did not involve the election of an individual; the race was for Florida Amendment 3, a ballot measure that would shift the power from legislators to voters to authorize brand new casino gaming in the state.
The language of the measure was as follows:
“This amendment ensures that Florida voters shall have the exclusive right to choose whether to authorize casino gaming by requiring that in order for casino gambling to be approved under Florida law, it has to be approved by Florida voters pursuant to Article XI, Section 3 of the Florida Constitution. Affects articles X and XI. Defines casino gaming and explains that this amendment does not conflict with federal law concerning state/tribal compacts.”
Where did the gaming amendment come from?
Only two counties in Florida allow for”card games, casino games, and slot machines” in non-tribal owned facilities.
In 2004, before the present tribal compacts, under the watch of then-Gov. Jeb Bush, Florida voters in Miami-Dade and Broward Counties handed a ballot initiative which allowed for slot machines in racing and jai-alai facilities, which had functioned in the 2 years prior.
The amendment effectively suggests that in order for the nation to expand casino gaming past the tribal casinos and present racing and pari-mutuel centers, voters in Florida would have to initiate the process by collecting enough signatures to get the request added into a ballot.
“In Florida, the amount of signatures necessary for an initiative is equivalent to 8 percent of the votes cast in the preceding presidential election. Florida also has a signature distribution requirement, which requires that signatures equivalent to 8 percent of their district-wide vote at at least half (14) of the state’s 27 congressional districts have to be gathered.”
For reference, the 2016 Presidential election had 9,419,886 votes cast. Eight percent of this vote total is 753,591 signatures needed to be able to acquire a casino expansion step on a future ballot. This is a daunting task, without considering the demand for geographical distribution, which can be required.
There are, however, a couple of Florida-based groups that may have the ability to back a campaign of sufficient size to collect these votes at one time later on. Two which come into mind are Disney and the Seminole Tribe. Indeed, both Disney and the Seminoles were important backers for passing Amendment 3, supposedly putting in tens of millions of dollars to support the measure’s passage.
The resistance saw assistance from smaller gaming suppliers such as West Flagler Associates and Hialeah Park, in addition to the Miami Dolphins, that (in)famously tweeted out an image that implied that the passing of Amendment 3″would block any opportunity for legal sports betting from Florida.”
In the event the language of Amendment 3 seems complicated, that’s because it’s. The language used in the Amendment scored a grade-level position of 24 (the equivalent of having 24 years of formal education or sufficient time to make a Ph.D.) based on Ballotpedia, which ranks the readability of ballot measures. Amendment 3 was worded more complexly than others, together with the average ballot scoring between 19-20.
It doesn’t take a Ph.D. to realize that the Amendment doesn’t mention sports. So, does this imply that Florida can start sports gambling shortly?
Not really.
What is’casino gambling’?
In accordance with Ballotpedia, Amendment 3 defines casino gaming as card games, casino games and slot machines. There’s absolutely no mention of sports gambling. Therefore, while it can seem that Amendment 3 leaves open the question of whether Florida can provide sports gambling, it neglects the much larger issue, that the State of Florida has a Class III gaming compact with the Seminole Tribe.
Sports betting is Class III gambling according to the Federal Register:
Class III gaming means all forms of gaming That Aren’t class I gaming or class II gaming, including but not limited to:
(a) Any home banking game, including but not limited to —
(1) Card games like baccarat, chemin de fer, blackjack (21), and pai gow (if played house banking matches );
(2) Casino games like roulette, craps, and keno;
(b) Any slot machines as described in 15 U.S.C. 1171(a)(1) and electronic or electromechanical facsimiles of any game of chance;
(c) Any sports betting and parimutuel wagering including but not Limited to wagering on horse racing, dog racing or jai alai; or
(d) Lotteries.
While Amendment 3 doesn’t restrict sports betting, the present compact involving the Seminole Tribe and the State of Florida could impose a few limitations.
What is from the Florida gaming compact?
The Compact, which was signed in 2010 involving the Seminole Tribe and the state (it was amended in 2015 to include authorization for additional games), stated:
“It’s in the best interests of the Seminole Tribe of Florida and the State of Florida for the State to enter into a compact with the Tribe that acknowledges that the Tribe’s right to offer certain Class III gaming and provides substantial exclusivity of such actions along with a reasonable revenue sharing agreement between the Tribe and the State that will entitle the State to significant revenue participation.”
In the”Covered Games” section of the compact, there is no mention of sports gambling, but there is a statement that might seem to cover sports betting as inside the covered games segment:
“Any fresh game approved by Florida law for any individual for any use, except for banked card games approved for any other federally recognized tribe pursuant to [the] Indian Gambling Regulatory Act, assuming the tribe has land in federal trust in the State as of February 1, 2010.”
The tribe and the state agreed that the”Tribe is authorized to run Covered Games on Indian Lands….” While Section IV of the compact excludes a number of games including blackjack and roulette (which were subsequently allowed) there is no mention of sports betting, as blatantly excluded.
The streamlined describes seven Seminole-owned casinos which can be expanded or replaced but doesn’t authorize new construction outside the present lands. In addition to abiding by state-sanctioned gaming rules, the tribe, in exchange for”tight but substantial exclusivity,” agreed to pay:
$12.5 million per month during the initial 24 weeks of the arrangement;
After that, 12 percentage of net wins on all amounts up to $2 billion;
15 percent on internet wins between $2 and $3 billion;
17.5 percent on net wins between $3 billion and $3.5 billion;
As much as 25 percent on all levels greater than $4.5 billion per earnings sharing cycle.
These obligations are due on the 15th of each month for twenty five years from the initiation of this compact.
What about online gambling?
For those hoping for internet gambling, there’s a clause in the streamlined that statesif the state law has been changed to offer online gambling and tribal gambling revenue falls over five percent in the previous twelve months, the tribe has to substantially reduce their payments into the state below the guaranteed minimums. However this will not apply if the tribe offers online gambling, subject to state authorization.
In the event that the Seminole Tribe loses exclusivity, the state of Florida will be in search of a fresh source of revenue. Part XII Section A. of the Compact states:
“If, after February 1, 2010, Florida law is amended by action of the Florida Legislature or an amendment to the Florida Constitution to allow (1) the performance of Class III gaming or other casino-style gambling at any place under the jurisdiction of the State that was not in operation as of February 1, 2010, or (2) new forms of Class III gaming or other casino-style gaming that were not in operation as of February 1, 2010.”
If this occur, the tribe is eligible to cease some of their payments until such gambling is no longer managed. In the same way, if existing non-tribal centers in Broward and Miami-Dade counties expand their Course III offerings, the Seminole Tribe can decrease some of their obligations to the country also.
So, about sports betting…
It’s not likely that Florida will see sports gambling being provided by any entity apart from the Seminole Tribe.
The gambling compact negotiated between the state of Florida and the Seminole Tribe of Florida is lucrative for the nation and extremely helpful for the tribe. For an summary of how lucrative this compact is to get the State of Florida in 2016, the Seminole Tribe paid more than $300 million into the nation. The likelihood that Florida would endanger a portion of those payments to authorize something that would create as little extra state revenue as sports betting is incredibly unlikely.
While Florida sports betting fans should not hold their breath for widespread legal sports gambling, the Seminole Tribe could, under the streamlined, receive the capability to offer it in their casinos. Even though the Seminole Tribe has expressed an interest in being able to offer sports gambling at its Florida Hard Rock properties, they’ve been silent on the issue within the state of Florida.
Amendment 3 did not foreclose on any expectation of sports gambling in Florida. However, under the existing gaming compact provisions, it would appear to be a costly endeavor for state lawmakers to allow someone other than the Seminole Tribe to provide it entirely, a decision that would surely render facilities in Miami-Dade and Broward counties unhappy.
